Role Overview

The Senior Recruiter – MEA is a senior-level recruiting professional responsible for leading full-cycle talent acquisition across the Middle East & Africa region, while contributing to global talent initiatives and best practices. Based in Jeddah, this role partners closely with regional business leaders, HR Business Partners, and global Talent Acquisition teams to deliver exceptional hiring outcomes and build strong talent pipelines that support organizational growth in a diverse, fast-moving region.

This recruiter will manage complex, senior, and hard-to-fill searches across MEA, bringing deep market knowledge, cultural fluency, and advanced sourcing capabilities. The role requires strong stakeholder management, the ability to operate autonomously, and the strategic mindset to deliver recruiting solutions that support both regional and global business priorities.

 

Key Responsibilities

Full-Cycle Recruiting for MEA

  • Lead end-to-end recruitment for mid-level, senior-level, and specialized positions across MEA markets (Gulf countries, Levant, North Africa, and Sub-Saharan Africa).
  • Develop and execute tailored sourcing strategies informed by MEA market dynamics, cultural nuances, and talent availability.
  • Manage diverse candidate pipelines across multiple countries simultaneously.
  • Partner with hiring leaders to define role requirements, ideal profiles, and selection criteria.

 

Stakeholder & Business Partnership

  • Serve as a trusted advisor to MEA business leaders and HR Business Partners. This includes Valvoline Global and building a strong partnership with Aramco stakeholders.
  • Provide talent insights, competitive intelligence, salary benchmarking, and market data to influence hiring and workforce planning.
  • Coach hiring leaders on effective interviewing, assessment, and decision-making practices.

 

Candidate Experience

  • Create a high-quality experience for all candidates, ensuring timely communication, professionalism, and cultural sensitivity.
  • Promote employer brand and employee value proposition in MEA markets.
  • Ensure fair, compliant, and unbiased hiring practices.

 

Strategic Sourcing & Talent Pipeline Development

  • Build and maintain strong pipelines for critical skill areas, including commercial, technical, supply chain, digital, corporate functions, and emerging markets roles.
  • Utilize advanced sourcing tools (LinkedIn Recruiter, Boolean search, talent intelligence platforms, referrals, social media) to identify top talent.
  • Conduct proactive market mapping for high-priority roles and future needs.

 

Process Excellence & Compliance

  • Maintain data accuracy and reporting standards within the ATS and recruitment systems.
  • Ensure full compliance with employment laws and regulations across MEA markets.
  • Optimize recruiting workflows to improve speed, quality, and efficiency.
  • Support the adoption of global TA processes, tools, technology, and employer branding initiatives.

 

Global Collaboration

  • Partner with global recruiting peers on cross-regional searches, best practice sharing, and enterprise-wide TA initiatives.
  • Support global corporate function hiring when MEA talent is required or roles are regionally based.
  • Participate in global projects related to TA transformation, systems improvement, or strategic priorities.

 

Qualifications & Experience

  • Bachelor’s degree in Human Resources, Business Administration, or related field; equivalent experience considered.
  • 5–7+ years of full-cycle recruiting experience, preferably with exposure to MEA markets.
  • Demonstrated success hiring senior-level and specialized talent across multiple countries.
  • Strong knowledge of Middle East & Africa labor markets, cultural norms, government relations, and regulatory environments.
  • Experience working in a global, matrixed organization.
  • Advanced sourcing capabilities and use of recruitment tools and analytics.
  • Excellent communication skills in English; Arabic strongly preferred.
  • Ability to manage high-volume, high-complexity workload independently.
  • Strong stakeholder management and consulting skills.
